Rule 54
Duties, Duties and Powers of the Head of the Office of the Metropolitan Police Commissioner
: The duties, duties and powers of the Head of the Office of the Metropolitan Police Commissioner within his working area shall be as follows:-
(a) Effective mobilization, monitoring, controlling and giving necessary instructions of police manpower (b) To maintain the conduct and discipline of the police personnel, to improve the work efficiency and performance capacity, to make them conscientious and to keep morale high, at least once a year in the Metropolitan Traffic Police Division, Metropolitan Police Training Center and Gana, Metropolitan Crime Division, Police Precincts, Prisons and Circles. And inspecting the division and other police offices as needed and giving necessary instructions as well as indicating in the inspection manual,
(c) Assessing the work of the police office and police personnel and carrying out punishments, awards, transfers, promotions, etc. (d) arranging for hearing the complaints of subordinate police personnel,
(e) To keep the government treasures, goods etc. in good condition, (f) Promoting or facilitating the protection of human rights, making or implementing special plans related to the protection of the rights of the helpless, women and children,
(g) To keep the surveillance of persons who are injurious to law and order and security, those who are of bad character, suspects and those who have been convicted by the court for criminal offences, to make provision for keeping information and details of such persons or activities up-to-date,
(h) To provide effective and people-oriented police services by formulating plans related to the prevention and control of activities adverse to law and order and security, and crime. (i) To make the investigation of the crimes designated to be investigated by the police in accordance with the existing law effective, fast and efficient, to provide the necessary assistance in the investigation,
(j) Protection of very special and special persons in accordance with the policy implemented by the Taluk Office andArranging or making arrangements, monitoring the security arrangements of subordinate offices and giving necessary instructions,
(k) Arranging regular monitoring of security personnel deployed to provide security services from the private sector,
(l) To manage the necessary to reduce the damage caused by the disaster, as well as to manage or arrange for the rescue with readiness during the disaster,
(d) Make the traffic police efficient in time and formulate and implement the necessary policies for traffic management and control,
(l) Proper management and monitoring and giving necessary instructions for improving the quality of police training and for result-oriented training,
(n) Establishing an atmosphere of coordination and cooperation between subordinate police offices to make police operations effective (p) To prepare or arrange emergency and special security plans in view of the extraordinary circumstances that may arise in the area of the Metropolitan Police,
(h) Communicate and coordinate with local administration, district-based governmental and non-governmental organizations and offices and international border counterpart authorities in security and crime control as needed,
(D) To exchange the necessary assistance with the head of the border counterpart police office at least once a year on security, crime prevention and control and joint police operations, etc. (d) To send reports to the Inspector General of Police as soon as necessary or monthly and annually on matters of police unit and manpower, planning and operations, day-to-day security, crime investigation, matters of national and public importance,
(N) Complying with or causing instructions given by the Taluk Office, performing or causing other actions as specified by prevailing laws.
